Jacob's Ladder

Polemonium caeruleum
Varieties:
White & Purple

I bought this plant a few years ago and absolutely love them.  The have a great fragrance too.  Beware they spread quickly--each plant produces thousands of seeds...

Fern-like foliage is arched and creates dense mounds from which
lavender flower spikes protrude upwards. Combine with late blooming
tulips, oriental poppies or peonies for synchronized flowering. Good
drainage is key, as well as full to partial shade. Foliage blends well
with hosta, bleeding hearts and lilies.  source
